How old may an investment announcement be to make the list?
The source carries its date, and the strongest occasion comes first. A report from last week ranks above one from spring; what is too old to still be an occasion drops out.
What if the company only plans the investment?
Then that is exactly what the list says: "planned", with the quote. Kodo does not turn an intention into an order.
